I don't make a habit of calling strange women beautiful, but I am comfortable giving a generic compliment when it's warranted. My wife and I will comment to each other if a woman's makeup looks good or other things like that.

However, you didn't say objectively that he's said those words to you, only looked at you very intensely; a compliment is one thing, and a look is one thing- those things by themselves aren't inherently signs he's wanting to chest on his wife- but if both situations happened, that's concerning.

Just being a good friend, if he knows you may be lacking self confidence due to things you've said in the past about yourself (being harsh on how you look, etc.), then he sees it as a kind gesture to maybe improve your day, or point out how wrong you are about yourself.
