I've always felt there's a time and place for complimenting the opposite sex while in a relationship or marriage. You don't want to be drooling over other people, because that's a shitty thing to do to your partner, but there's definitely a polite context to compliment people without it coming off sexual. Being in a healthy relationship where you really feel secure certainly helps too
