Is it a red flag if a man puts no effort into his proposal?

my man said he would propose to me while we are having sex in bed. during in pause in sex, he would whisper in my ear "will you marry me?" i shut him down and scolded him. I told him to do a proper proposal, buy me a dozen flowers or a rose and get on his knees with a ring. he's not throwing a wedding either. we are just going to the courthouse to get married. so there's no effort there or in the proposal. should i reject?
