Is it fair for the man to request his girlfriend to propose if she rejected his proposal?

After this guy's marriage proposal got turned down, he told his girlfriend that he ain't proposing again. When she's ready, she has to do the proposing. Yet, the girl feels he's being harsh in punishing her for not being ready and still expects him to propose again. He told her that it's up to her. He ain't doing it again.
