  It's only with strangers. If it's your family, friends, co-workers, boss, teacher or anything like that - it's actually expected of you to have eye contact. I think Somali are way worse. They may be way louder than Scandinavians because of their culture, but they won't have eye contact with anyone when they're in their home country.
