There are certain things that should be off limits for jokes, like the death of loved ones, calamitous news, proposals, etc. People do such mean-spirited things and then try to defend themselves by saying that it was a joke; I tell them that, if they are the only one laughing, it wasn't a joke.
I don't see the huge harm in it!! It's just a prank, and I know this is much more than a prank because it's false hope but, cmon you usually don't pull this style prank until it can be effective and that's after you've been together AWHILE... so marriage, real marriage, I'm sure is nearby.
I feel like it's a little insensitive. Pranks are all well and good but she was clearly upset by it and it's a big thing to make jokes about.

Poor girl. Yeah, that guy made a bad move. Girls tend to be very sensitive when it comes to marriage proposals. A joke like that is not funny.
