What does this gesture mean?

So some guy at the train station showed me I think hand horns or it was the 'call me' sign. Either way I wanted to ask what this means. I dress in a goth kind of way so did he use the hand horns for like they do at concerts or was it the 'call me' gesture. And if it was the 'call me' sign, did he mean that as a joke?
