Water goes from A to B to C to J, now while the tube to I is lower the water level will have to reach a higher height In J so the water will reach the middle of J when it starts flowing to L.
From L it will fill the tube as it can't escape to H, it will instead flow into F and continue to do so as the water level on L is higher so the water can't reach the top until F is filled up.

The tank F will fill up first. D, E & G will never fill up because the input pipe for D is blocked. So C will start filling J. I will only start filling up if & when J fills up, before which L will start filling up. The water from L flows into pipes leading to F & H, but H won’t fill up because it’s input pipe is blocked

Because water does not rise. Once it goes to B, then to C, and then to J, sure, the first pipe it would reach would be I, but water moves downwards, it does not defy gravity, so before it could even start filling into I, it would fill into L, and since from there H is blocked, F.

@JiminsHoe Actually the water can move upwards if there's enough force that's pushing it there. Have you ever seen how does the pipe under your sink look?
F's still the right answer though, but not because of the gravity, but because the pipe that fills I is positioned higher than the pipe that starts filling L.

But technically speaking gravity pulls towards the earth, towards matter. Gravity cannot lift water.

I'm not saying it's the primary cause, but that's what would create preassure in the pipe and the tank. And the difference in the preassure makes the water go up.

@hasrett true i was thinking about that as i had seen water move uo higher in narrower pipes compared to the level in a tank.

If due to this, the water ends up flowing into I before the water level in J reaches the level of the pipe where it can flow to L , there is the chance that K would be filled first. Its still a bit of a stretch tough, and we can't tell unless we know the exact dimensions and volumes of the pipes and the tanks.

The water can't get high enough to even fill I though. It will never fill I.
And unfortunately, that would never work, as it would be a perpetual motion machine of the first kind, and would violate the first law of thermodynamics.
Now, if you are only hoping to briefly drive water to a higher elevation than you started, then that's quite likely possible with your system. Absent large amounts of friction in the pipe, if you start with it empty and fill it up from the lower end, the water will be moving fairly quickly once the leading edge had returned to the height of the entrance, and the momentum of the moving water would likely drive some of the water up out the upper end. However, inevitably the water flow would slow, stop, and reverse until the level equalized.
Its more about engineering than it is physics
