Water goes from A to B to C to J, now while the tube to I is lower the water level will have to reach a higher height In J so the water will reach the middle of J when it starts flowing to L.
From L it will fill the tube as it can't escape to H, it will instead flow into F and continue to do so as the water level on L is higher so the water can't reach the top until F is filled up.

The tank F will fill up first. D, E & G will never fill up because the input pipe for D is blocked. So C will start filling J. I will only start filling up if & when J fills up, before which L will start filling up. The water from L flows into pipes leading to F & H, but H wonโt fill up because itโs input pipe is blocked
Water will fill up Tank F first. Pipes to Tank D and Tank H are blocked. Movement of water from Tank A to Tank F is uniformly downward, in contrast to the pipe connecting Tank J and Tank I that prompts an upward flow of water.

F. I was going to originally say K, but the water would need to rise up in J first and that would give F the advantage
Depends on the rate of flow, fast enough to not all go through the pipe at once and its A, slow enough and its G.
