I have absolutely no reproach with killing every guard that comes at me in that game. It does fuck up your money to have to pay off those bounties though, so I generally only raise hell in one city.

@WeirdoWerdo no need to kill a working man. He's just earning coin to feed his family. Whenever I play the game, I try not to needlessly kill. I'm thinking of getting that mod that lets me actually capture the bandits or at least allow them to actually surrender when they scream mercy. Seems stupid that they're all like, "Mercy!! Please!!!" and you give it to them... only for them to come charging at you again.
