here in the UK the age of consent it 16, and being that age means you are of legal age...
HOWEVER... if said 19 year old or older decided to chat you up online and request explicit images of said 16 -17 year old... the law dictates that the 19 year old or above could be charged under the child sex offences and also charged with grooming...

but if the 19 year old doesn't do any of that then they can have a relationship, sexual or otherwise with the 16-17 year old and not be considered as an offender

No. If they want sex with that person, does it make them a pedophile? Yes. Because that teenager is still a minor under law.

16 and 17 year old girls are not children. Girl that age are often attracted to older boys because boys mature more slowly than girls, which means that many 16 or 17 year old boys are still pretty dorky. And it's not unusual for boys to be attracted to girls who are younger than them. All my girlfriends were younger than me.
So I wouldn't call in pedophilia in any way shape or form.
