Is an apology 16 years later too late?

I was 17 at the time. My then HS boyfriend's foster mother (he became an orphan as a toddler) wronged me badly. She involved other people into this and tainted my reputation. Our relationship ended because of her. I lost a couple friends because of her.

Many years later (now that I'm married and with two kids), this year I received an apology from her. From the first time ever, there was no excuses, nothing to gain from (in the past she used to turn nice for something in return) and it was short. This is the message:
''(My name) I'm so sorry for everything. No one ever deserves getting treated like that. You weren't the problem. It was me. I don't blame you if you hate me. Once again, I'm sorry for hurting you''.

If it took you that long to know and understand what you did was wrong is it even worth responding to it? I'm not even on speaking terms with that past boyfriend. Is it already too late? I guess I can reply to her. Would you reply to a late apology?

I'm a mother now and I would never treat my child's partner like garbage nor caused a fiasco like that. I would only get involved if it's abuse, cheating or drugs.
