Yes it can be it doesn't always mean what you think. I piece of media can be bad as in enjoyable to watch. It just doesn't hit those key spots. It could also send out bad messages. Sometimes it is good that it does that because one it can teach about history and second it can challenge are ideas and have good self reflection on our moral understanding. A show doesn't have to be positive message to reinforce your understanding of positive. Grapes of wrath actually has s terrible message but that is ok because it can spark real conversations of the role of government. I'm talking about the movie by the way.

Sure, it can be… if you set the definition, considerations, criteria, and all other defining elements (based on what & why them?) and use all available data to qualify it.
In the end, the deciding-factors are subjective (since we're human), but the deciding data is objective. Anything past that and we'd be getting philosophical: 'Is there anything truly objective?' Some say 'yes' and point to Mathematics, but some point to some properties thereof to debunk. Some disprove the refutation with other things, while others point to other things (like Formal Logic). And the arguments go on…
Nothing can be objectively "good" or "bad" - those are subjective terms.

Objective usually implies that you can measure the results. Media, even purely artisic media is just a form of communication, so you could do something record the information that's supposed to be communicated, the intended audience, and then you could test how effectively that information is communicated to the intended audience. If something is supposed to be funny, and the intended audience is children under 10, and it tries to do this with a bunch if dry humor or disguised sarcasm, then it probably won't be too effective. That would probably be an example of objectively bad media.
There's a youtuber called Mauler who discussed this, and he thinks it can be. I tend to agree. If you set the parameters, know what the piece of media wanted to be, what it is and how it could have been improved it is very possible to determine if a piece of media is objectively good or not.
Think of it back in Nazi Germany. The media was so toxic that it was able to brainwash people to hate a certain group even to the point of wishing genocide. Humans are gullible creatures.

Media is for communication of information and ideas. If it fails to communicate anything or communicates something bad then objectively it is bad.
