What painting problem? You mean the silvee paint being rubbed of the plastic?
Just paint over it. Accept it how it is. Pay money to change the entire thing. Pay even more money for real metal.
Its just regular wear from years of use. The salty sweat on your skin rubbed the paint off.

Normal wear patterns.
Get the identity info of your car and bring it to an auto parts store.
Find "OE" (original equipment) paint at the store and buy it.
EXTENSIVELY mask ANYTHING that is NOT being painted.
Prime and re-paint the problem areas.
You may have to paint areas that still have the original paint intact so that you have a continuous coverage of the same color paint (just in case the original has faded just a bit).
Allow to dry. Remove masking.

That’s not really a car problem, more so a paint problem. It looks like the outer surface of the plastic paint wore off. So you’d have to remove the trim pieces and either replace them or paint them. You’d need a set of trim tools. Then you’d have to sand the pieces, prime them, and repaint them.
These are molded plastic pieces (probably). You can order replacements through the dealer or (for a much lower price) on any of a thousand aftermarket websites. Just search "mini cooper replacement trim parts'.
That is just worn paint. You can probably get matching paint from the manufacturer and do it yourself, or if you can spend a little money, have an auto body shop do it - they are artists at painting.
just buy an aftermarket steering wheel, its what im gonna do, my steering wheel is hella worn out
See if you can get metal components or replace the wheel
Replace it.
