Can a cop shine his spot light straight into your windshield?

Had this happen a while back. I was trying to pull out of my street and a patrol car with no lights on was parked at the end in the dark. Other officers were standing in the grass off to the side talking to the neighbors so as soon as I was about to get out and ask if it was okay to go through since it was the only way out. It was obviously some kind of family domestic dispute or something, but why did the cop shine his vehicle spot light through my windshield when I still had the vehicle in drive? I couldn't even see to put my car in park. I had just had my prescription redone on my contacts and it needed to be done again after that. Still needs to be redone.

I should have pressed assault charges but I guess it's too late for that now...

I graduated from a police Academy. You, not being me would have been intimated by that. I would have stopped, announced the academy I graduated from and asked who the Watch Commander was on their shift. I would get names, badge numbers and contact the watch commander, the Captain of the Uniform division make a formal complaint to that agency.

Yes they can. And the purpose is to destroy your night vision while they get a clear look at you to asertain weather you are a threat or not

It's illegal to do that on a moving car sense it can cause a major accident.
