Are you supposed to run a red light when a cop car with lights and siren is behind you at an intersection?

I thought they weren't supposed to push people through the intersection when they can't get through? This is just something I saw the other day. If it was me it happened to, I would have went through the intersection when it was clear, but I don't necessarily blame that person for not moving when the cop came behind him or her. At the same time I think the police should know how to not get into that situation. I've seen ambulances who can't get through and they just wait for the light to turn green. It's all they can do.
