14 year old is a teenager child in the law just he forced me into sexual activity and assaulted me. 14 can’t give consent to a 19 year old adult. I think the correct term is hebophile. But definitely a rapist. If you can press charges against him I would recommend that you do. Most jurisdictions in America have a long enough statute of limitations for you to prosecute him. It is just a question of evidence that is still available for a successful case.
