How do I stop my dog's bad behavior?

I got a couple rottweilers, both just over a year old. There's a big one, about 120 pounds, and the other is a runt. Maybe about 80 pounds. The bigger one isn't a problem. Other than occassionally running when let out, she's very well behaved. The runt, on the other hand, is a nightmare. She jumps on you 24/7. Ignoring her will only result in her biting you. She doesn't seem to get the corelation of positive reinforcement because the bad behavior keepls going. If you're eating she will run up and try to take food out of your hands, and I don't know where this behavior comes from. She always has food in her bowl, and treats but she refuses to eat it. We switched dog foods multiple times and she won't eat any of it. And the chewing is driving me nuts. She already pulled up tiling from my kitchen floor so it looks like a crack house. So now that's got to be replaced. Bitter apple and other chewing deterrents don't work. If you put her in another room while eating she barks and cries the whole time. You got to watch walking around her because she'll throw herself in front of your legs and already made me fall down the steps. I don't know what to do with this dog. She pisses me off. I try to reward good behavior and ignore bad behavior, I never hit her, even my dad who's got decades of experience training dogs can't get her to stop. I don't want to separate her from her sister, and I've seen and heard about dogs refusing to eat and shitting themselves from getting so depressed when you take them to the SPCA so I can't bring myself to do it
