1. He is a feral cat and is not used to humans. If he is an older feral cat, he may be a lost cause and will never be housebroken. You may have to provide housing for him outside. Kittens have a greater chance of acclimating to humans... the younger the better.
2. You have another pet (s) in your home that is terrifying this cat.
3. He is terrified of you and he needs to adjust to his new surrounding. There are many YouTube videos on how to get a cat to become acclimated to you and to his new surroundings. Here's one:

Cats, like most animals, are shy when they first get adopted or are in a new environment.
Your shy kitty will come out soon. Don’t force it out, don’t try to scare it to come out from under the bed… Just let it hide. Be patient. Set out some food and water and a litter box. It will find its way around the house.
Don’t try and be so “clingy” with it either. Let it come up to you on their own, don’t rush over and try to hug it or play with it, it’ll only get more scared and stressed.

It's going to take some time for him to settle in, sniff everything, find his spot, rip your curtains, you know - just be one of the family. Give him some time. Our puppy took a couple months to settle in, and don't think she EVER got over separation anxiety, which led us to conclude she had a rough spot before we adopted her.

He's most likely scared, but will adjust to the new environment soon enough. Imagine if you were a child who had been sheltered for your whole life and suddenly are dropped in a place with people you don't know and don't speak your language. Might be scary :)
Anyway he'll get used to you soon. Try to make him associate you with good things (e. g. food, petting, water, or blankets) instead of things that make him scared (e. g. cars, loud talking, vacuuming, or blowdrying). You can make him a cozy bed out of soft wool blankets or a cozy stuffed animal for him to knead (cats sometimes like to do this because it reminds them of the feeling of nursing their mother). I also recommend buying toys for him or using Feliway spray. Feliway can help cats become accustomed to their environments. As he comes to realize that you are a friend, he will be more happy, trust me!Because he is in a new place, is afraid and you peeking under to look at him is making him more afraid. Give him time. Put food and water by the outside of the bed, and move it more and more out but slowly. Then let him alone. Try not to make loud noises, but you can speak to him softly to reassure him and show him you mean no harm. In time he will adjust.

Just leave it alone, set everything up (food/water/toilet/scratchingpost...) and leave it alone.
Once you are asleep or staying still, kitty will come out and explore the new home.
The worst thing you can do is trying to force it out.Your cat feels safe under the bed. It will eventually get hungry, so leave a bowl of yummy cat food a short distance away from the bed, and leave the cat alone. It will eventually come out to eat, and hopefully realize that it's safe there. You can try to reinforce that by standing a short distance away from the act while it's eating, and talk in a calming voice to it... baby talk is fine.
When a cat first comes to an unfamiliar place they will hide and not come out for a day. I took care of my sister's cat when she was on vacation. It hid for a day and then became accustomed to my cat. They became buddies. Then the went back to her house and hid for a day even though the house was their own. They must have short memories or something. Just give it time.
Just carry on life as you normally would. Keep your tone of voice neutral or happy. Keep noises to a minimum. It can take a couple weeks for a pet to acclimate to a new home. They will come out when they feel comfortable and are ready.

Kitty needs to settle in could take a while depending on how high-strung he is. Make sure he is eating and drinking, he will eventually come out when ready

It's scared just put food for it under the best so it can eat and water as well, it will come out when it wants too
He need time to adjust and maybe there's lots of noise in your house? Or maybe there's no place for him to hide except under the bed, cat like to hide themselves.
He is frightened in his new surroundings. He will come out eventually. Make sure he has enough food and water.
My cat would not come out of the downstairs bathroom for a couple of days.Dude, that poor cat's whole world has been flipped upside down. He is just freaked out. He will come out, it's totally normal.

and, how much background information do you have on the previous owners or shelters?It’s a new place with a new person. She needs time. Make sure she knows where the litter box is and bring the food and water to her. She will warm up to you, it will just take a little bit of time.
I wouldn't expect to see him for up to a week while he gets settled.
If he's just adopted, you need to give him a bit of time to know you're a safe person and won't eat him. Let him do his thing for a while and chances are you'll find him on the bed by morning
