You may play that with someone for no reason, but if the feelings are mutual. If it's one-sided and only one person likes the other person it might seem like someone is leading them on in a way, which isn't necessarily the best way to do it. 🙂

but truthfully, you can do anything without being in a relationship. Like for example, cuddling. You can literally cuddle with someone that's just a friend, as long as you both feel that way and nobody likes the other person more than that.
