I know it sounds nuts, but these are an army of military trained spy drones. They will run back to their nearest police station and type their findings in morse code. Then a supply of flavor enhanced nuts are released so they are motivated to keep doing it.

Squirrels have this habit of staring at random people for long time. There are squirrels in my garden and they randomly stare at me for a long time. That's just a habit which rodents carry.
