Yeah, that's pretty well clogged, and is enough of a clog to reduce airflow enough that it could ice over and cause more damage. If it hasn't been cleaned in this long, I'd recommend getting a professional to service the unit. If that's out of the budget, you can vacuum it and use compressed air from the other side to get the really stuck stuff off, and you'll be way better off than you are now at least. Make sure you use a filter and change it as often as the filter manufacturer suggests at the very least, more often if you have pets that shed a lot or anyone smokes in the house.
Your AC's cooling fins air exchange need disinfected, straightened and checked for leaks.
Aluminum doesn't 'rst' per se BUT... it does eventually weaken and corrodes until it leaks.
The LESS air passes through it... the less flow and cooling downline occurs!
