CONSULT AN ATTORNEY as I am not a lawyer. He should have had the area marked by 811 or the like for your area. As a landlord of few homes, that is required for any digging. If he did not then there could be license ramifications.
You can play hard ball and file complaint with licensing board BUT you better have plenty of pictures, evidence, 811, and probably a plumber analysis. Sometimes, small claims court is necessary. Boy, this sucks !!

It's his job to make sure he doesn't damage pipes or electric stuff. If you don't know if there's a pipe or a cable, you don't drill. Simple as that. If he breaks your shit, he's gotta fix it or pay for having it fixed. He's not being professional.

Call your insurance company and send all evidence ASAP and complain to the service company. Document everything, stay calm even if someone pisses you off.
