Yes. I think I first heard Oliver Hardy say it in an old Laurel and Hardy movie. It means a messy predicament.

I just looked up the origin. "This term is believed to come from a Scottish custom of holding a riverside picnic, itself called a “kettle of fish,” where freshly caught live salmon are thrown into a kettle boiling over an open fire and then are eaten out of hand, definitely a messy procedure."

It’s believed to have originated from that.

A kettle was a large vessel to boil stuff in (and not so much the kettles we have to day).

Fishing on the river meant catching, salmon, trout of various types and other fresh water fish, these were simply popped into the kettle and a mix of fish was served.
