Yes. Buttigieg, Cantwell, Hartless, Liptrap, Aycock, Clackett, Hickenlooper, Allmendinger, Hogg, Raffensperger, Bixby, and Truex are just as weird or weirder than anything an African-American mother could name her child.

Lots of black men in my age range have what could be considered two first names: Michael George or Brian James, or are whose last names are taken by American Presidents: Jason Lincoln. There was a long-standing joke that the last white man named Washingtom was George!

Keep in mind that whereas parents don't choose a last name, they do choose a first name. White people's last names descend from hundreds of years ago in a different country. If you have a ridiculous first name, it's because someone chose it.
