When someone says “Tell So&so I said hi” do they mean it or is it a way of just being nice?

Just curious about other people’s opinion on it.

A guy I used to work with told my friend to tell me he said hi. I didn’t think he cared enough to mention me. I don't know, I was kinda surprised

When I say that I mean it. And when someone tells me to do that then I do that just in case they run into each other and it comes up.
