When would you start considering someone actually cruel/evil and not just a jerk?

Someone doesn't need to kill or torture to be consider evil. When you do think it's the start of considering someone cruel/evil; the point where they're no longer jerks (or even the jerk is saint in comparing to them)?

I think those that purposely take advantage of others (either it's their innocence, their money, their morals, etc) while deceiving and not caring are already cruel/evil to me. Someone purposely faking a future for years seems evil too. What do you think? When does someone starts being cruel/evil to you?

All men are fallen and inherently evil lacking the ability to improve into a self-made Utopia. Evil is a given, cruel is a choice, and suffering is a by-product of ability to choose or not choose the thing before them.

Once someone start damaging someone else's livelihood, I think that's when they're evil
