Can someone who got caught in the wrong (of anything) be sorry?

I've often heard the phrase ''You're just sorry you got caught'' but is it possible that you can still be sincerely sorry, regardless of the timing in the apology?

You can get caught stealing, plagiarizing a college homework, talking behind someone's back, cheating on your partner, etc. Any type of wrongdoing. But even if caught, can you still be sorry?

Yes the apology after getting caught makes it sound insincere but I'm wondering if the person can still really be having feelings or actual regret/remorse and still really be sorry even though they got caught. It's just that the timing is the issue.
