I like the look of it, and I seen my family had one before, somehow, but we never used it. I wanted to and I simply hesitated. It’s not practical.
I would say the advanced countries are the ones with the washing sprays, and the automatic lasers on the seats, to disinfect. There’s some, kind of like these, in America and industrial cities and countries like: Dubai or Tokyo.
America should really have those nationwide, and it should be for optional use, worldwide.
Other than the cloths and toilet paper, which don’t really disinfect, but just wipe up the large portions of the waste, and still leave the expected residue- even if microscopic.
In China indoor toilets have toilet covers but public toilets are usually stand up toilets where you are expected to poop standing up into a toilet that is attached to the ground and not one that is seated on like a chair. I had difficulty using those and would usually talk to the bosses when I visited new places to get the accommodation of using a seated toilet which they sometimes had for disabled people. I told them I was a tourist and did not know how to use the normal public toilets where you stand while pooping.
LMAO! WTF? I've never seen that anywhere. In America our seats are porcelin. Um... I thought the whole world sits on bare seat. In America, EVERYONE sits in bare seat, even in porto potty, so I thought it was just my mom who's germaphobic. We have seat protectors though, which is basically tracing paper, but it's enough to protect from AIDS. I always just squat. If I HAVE to sit, I place a shit ton of toilet paper and am careful that my dick doesn't touch.
I heard in Japan they put some kind of padding that has heat, but aside from that and my mom's family, I thought the rest of the world puts their ass on bare toilet.

You're not beating the Japanese toilets that have heated seats, a temperature-controlled jet of water to wash off your anus and/or vagina, and it will blow dry your ass.
Here in America these animals still wipe with paper. I use baby wipes but miss the Japanese toilets.
I could never! All I'll think about is how many droplets of pee that fabric has caught when my boyfriend and my roommate use the bathroom. Not to mention sweat and all. Bacteria! Never! My toilet has Lysol wipes next to it. Wipe the seat every day
As a Siberian, I would rather have ass hypertomy by sitting on an ice-cold toilet in -20 degrees Siberia than sitting in this bacteria nect.
The British are weird, if you're really using this covers, you must have using milk for the siphon instead of water.

In the US, some people use decorative lid covers, but i’ve never seen a decorative seat cover. We do have “sanitary” seat covers, but they’re more for peace of mind than actual sanitation.
In the US, it's hard plastic, or occasionally a plastic cushion, but no seat covers.
Oh, over here this side of the pond we have toilet seat curtains too. They go all around the toilet.
But no bidets!
Considering they are a magnet for all kinds of bacteria.. I don't personally use them. And to answer your question, they are used here in the states just not very common.

Well the old Chinese toaletts are just holes in the floor so no covers there. I wouldn't have any clothes near the toaletts. It's either a lot of unecissary cleaning or unsanitary.

Honestly using a cover seems awkward. It seems too fancy to furnish your bum and I would probably hesitate to even sit on it much less actually use the toilet for its intended purpose.

I have seen seat covers made from shag carpet. It must get gross after a while
I don't. But I do alcohol wipe the seat before and after I use it, and I do have a bidet in each bathroom.
Disposable paper covers are ok to use. Not these as the bacteria will cover all of it in a few hours.
I find the plastic or the ceramic better then this. I feel you can't clean this easy enough
