This app only cares about those with high Xper level users. Sometimes even if a post is good it will be removed. But the posts that has to be removed won't be removed even if it's reported by few users.

The rules are deliberately vague so much of it comes down to the readers interpretation. An admin is not you, ergo they may read it completely different.

Okay, so here is the grey area about the "No Question" rule. Even if the main header or question part of the post doesn't contain an actual question, it does not mean it is reportable. The thing is that if in the detail part of the post, there is a question of any kind, that is acceptable.
So, you will notice some posts that don't have a question in the main header and some super long detailed section. So long as there is a question somewhere in there, it is acceptable.
Next part about your question here is why did nothing happen. Well, a moderator would have to hide the offending post. Either then or wait until the admins check the reported posts list. That is also something we have access to as moderators. Any user reported question goes on that list for review. (This does not apply to reported opinions/replies)
Last reason is that admins do not want less content if possible. If the question is old or popular, chances of it being reinstated after hidden is high. I find that the "No Question" report is one of the hardest to make stick.
One last thing... if you do not mind, I would like to move this to GaG Community Topic since it is relevant to the site.
There's nothing wrong with breaking the rules as long as no one gets hurt.
