Without seeing the stats it's hard to say but I doubt it. Scotland is smaller and less populated than England by a long way so it's doubtful they produce as many inventors.
It's more likely that we think they do because they promote the Scottish heritage of these people. That said Scotland does seem to punch above its weight

The major ones, yes. Historically anyway. Almost everything we use today was invented in Scotland.
