That was not assembled correctly. There should have been steel and concrete - not brick - in that building.
My guess would be the contractors forged the papers or the inspectors failed in their jobs.
Turkey has among the most stringent building codes in Europe. Those companies and contractors are facing jail and ruin after this fiasco.
2 state hospitals collapsed in Turkey in earthquake
In 2012, it had been reported the state hospital is inappropriate for earthquake.
They didn't do anything about it.
Very sad indeed 😔

Yea but it could be brick dust thinking about it it be poured concrete wouldn’t it… with rebar in it…
But don’t quote me on that ….
