They rarely ever apologize and if they do is because either the victim gave them an ass whopping or they got caught just like a real case of a female bully saying sorry after someone committed suicide and she was about to get sentenced in court.
Apologizing after they had to beat you up or they got in trouble at the principal's office or in court doesn't count isn't sincere by then. Why is it rare for a bully to sincerely apologize?

genuine apologies are only issued out when they truly believe they are wrong
bullies have nothing to apologize for because they don't believe what they're doing is wrong especially if they can justify it e. g. a minority picking a white person (under the assumption the white person is racist)
in Mother Nature, weakness (or perceived weakness) is despised and taken advantage of because weakness creates an imperfect world and must be stamped out whether this weakness be physical, genetic, financial, social etc.
granted, not everyone is a bully. sometimes standing up for yourself and addressing the elephant in the room, no matter how "uncomfortable" is not bullying but these days is being mistaken for bullying while actual bullying is hiding behind social justice to justify the bullying
Sometimes I wonder if bullies are actually narcissists too and if not completely then they can still have some narcissistic traits; making them lack basic compassion and/or empathy towards others.
bullies can use a variety of tactics including using compassion to their advantage. they can also be selective with their compassion and fake it to get what they want
for example Meghan Markle claims that she's a victim of bullying while reports from royal family members and staff claim she was the one bullying them.
over the years bullying has evolved into different forms from physical to verbal to cyber to peer pressure and nowadays social justice where people who are being actually bullied can't defend themselves because the "real victim" is the bully
