If the person they bullied suddenly becomes successful or is the manager, they're sorry. Why do they only apologized if the bullied is at a higher position?
That doesn't look like real remorse. They wouldn't apologize if the bullied was either poor or an average worker.

I was reading a post about a former female bully wanting to apologize to the girl she bullied after seeing she's in a great relationship and successful in life meanwhile the bully is single and unhappy.
That's not a rea, sincere apology. What if the victim falls back down, then the bully will look down on you again.
