It can be a lie if it wasn´t that cold. The temperature is a fact that could be disproven and if the statement is given by a person that knows it was not that cold. It´s a lie since the statement is purposely communicating wrong information.

My dad had an 'insulated' dog house, with a light bulb inside for warmth, plus a "flap' door opening to keep cold from blowing in.

-20c isn’t that bad honestly but I come from somewhere where -40c is common during the deep freeze. I have a mutt that still loves to play and roll in the snow at -20 and will sass me when I tell him it’s time to go in.
