Submitted fake paystubs for a apartment?

My niece has a section 8 voucher she recently applied for a new place and I cosigned for her. When she applied she did not have any paystubs because she just started her new job so she submitted fake paystubs and bank statements. When she explained why she did it she told me it was because she was having a hard time finding a new place and she has been desperately trying to move since breaking up with her ex boyfriend a year ago he has been showing up to her house, her old job, he pops up at her child's school when she drops and pick her child up and he has threatened her plenty of times she feels like if she gets a restraining order that will make things worse so she has been trying to move.
She already got approved for the place but she feels bad about submitting fake documents and wants to tell the truth the rental office before signing the lease and explain the situation will they report her to housing?

She has a good amount of savings in her account she has paystubs now she keeps up with her rent and utilities even before she had a voucher she was never late on any of her bills and she has never been evicted.

I’d tell her not to come clean about submitting fake forms and pay slips. Landlords/rental agencies aren’t forgiving with that sort of thing. I understand why she feels guilty, but she should just leave it be. She should carry on with paying her rent on time and being a good tenant, and she will have no problems.

She's already in there. She should keep her mouth shut. It doesn't serve any purpose in telling them other than possibly relieving her guilt. Her guilt feeling is good enough "penance" for any wrong she thinks she did. Personally I don't think what she did is a big deal.

Keep it to herself. If she tells them the truth, it might make it harder for her to find a place, as she could be blacklisted.

She should also definitely go to the police. If the guy is doing what is doing, I'm sorry my gut tells me he could potentially end up harming her.
