If a person stands up for themselves and wants the other person to hear their side of the story would say they're combative or just want to be heard?

This would be a situation where an apartment manager vs. Tennant and manager is just being mean and show her authority. The tenant should have a right to tell their side of the story. This is about how tenant has been lied to for 8 years of a major leaking ceiling. First they say it's the boiler. Replaced a year later. Still leaks. Then they say it's the roof, years later the roof get's replaced. Still leaking and part of the ceiling came down. Wouldn't you stick up for yourself if you were continually lied to?
