She is very vocal and doesn't stop meowing. I feel like I cannot respond to her needs but I read that some cats do it only to get your attention for fun. What should I do and why she does it?
Cat vocalizations have been studied in depth. Little known fact, house cats pretty much only “talk” to people. Most of their communication with other cats and animals is body language and behavior based. So your cat is definitely trying to tell you something. It’s on you to figure out what. You can find some easy to follow videos on cats’ vocalization and behavior to get to the bottom of it. It’s also a fair bet that if she’s talking to you, then she understands you when you talk. So you may even be able to figure it out through conversation if you’re very perceptive.

Cats are a bit like girls (or guys lol), very much attention seekers, need petting, food or sex.

Usually it’s food, cuddles or wants out to get it on with a Tom.
Mine get bored at times and get vocal as they want cuddles n petted.
Trying to tell you something. Pay attention and you will probably figure each conversation out. If not as others said, a vet visit might be in order.

I would highly recommend you watch some episodes of Mr Jackson Galaxy aka The Cat Daddy. He would probably say that your cat feels emotionally unfulfilled. But don't worry, her needs are simple. She needs an awesome tree or something she can climb up in and feel like the boss. And she needs to chase stuff around like she's in the wild. She has kitty needs, not human ones. Stop projecting.
Because you're a sucker who gives her attention whenever she makes noise. With someone like you the cat is needy. With someone like me who picks & chooses when I respond, a cat acts more like a trained dog.
You could take her to the vet just to be on the safe side. At worst, you pay for a check up if your insurance doesn't cover it!

Cats have personalities as well. So it could just be her personality. But just in case if you haven’t already get her checked out at your vet. She could be in pain.
To trouble is, cats don’t learn from punishment. They learn from treats. So I started a pattern of giving treats when she’s soundlessly laying. I’ll let you know if it works, lol
