Pet it, and if you can't keep it, find it a forever home.

Take it to the vet first to see if it has a microchip though, as it may be someone's lost pet.

It almost certainly belongs to a neighbor, but perhaps they're at work, the cat is lonely, and is seeking some attention elsewhere. That's not uncommon.
