Ok, this question was up here all day and although so many of you had great stories and tried to guess the real and only answer to the contest is... drum roll... Because they are on their cellphones with their contacts. Personal use on their cellphones. 📱

Sheer laziness or claims that they aren't getting paid enough.
At one of my many jobs, I had to build swimming pools. If we could get 2 pools put up in one day, we were making some damn good money!! But, mostly because of the laziness of the bulk of the crew I was with, we rarely ever got more than one pool up each day. The boss would take us to a site where we were to erect a pool. He'd stick around long enough to survey the area figure out how much digging we had to do. It was never more than 2" and each spot was only about a foot square. If there were a dozen uprights on the pool, we wouldn't have to dig more than a dozen of those. With 5 or 6 of us in the crew, each would only have to do 2 or 3 of them. Each only took about 10:00 and, in most cases, not all of them would need to be dug out.
So, Rich would take us to a site, do the surveying and then leave as we were SUPPOSED to start digging out these spots for the uprights. I'd grab a shovel or pick and immediately get to work. The others would go to a shady area and sit around doing nothing while they laughed at me for working so hard! I have better things to do with my time than to go 20 miles from home, go to a job site and sit around with my thumbs up my ass!! I'm there to work and THAT'S what I'm gonna do!! Otherwise, I might as well just stay home and get my own shit done!! If we ALL worked as hard as I did, we could've all got paid twice as much for getting 2 pools up in one day! But, they didn't see it that way! Eventually, Rich found out and they got into trouble for it and Rich took me off the crew to go do various other jobs with him!
At another job, we had 4 peaks per year. I was with Mellon Bank working on their Lockbox Project for the IRS. We processed tax checks all day every day. During the peaks, we'd hire a few hundred temps to help out if we didn't think we could do it ourselves. At one point, the temps just needed to get bundles of vouchers, copy a series of numbers on the back of the bottom voucher in that pile onto a small sticker and put the sticker on a tab of a small folder and put that bunch of vouchers into that folder then put each folder into a series of boxes on a rack behind them. A grade schooler could do it!! The temps would come in and just sit there talking to each other! When asked to do this really simple work, they'd bitch that they weren't getting paid enough to do that job. They were making over minimum wage! Sooo, you expect us to pay you to come in and sit here talking to your buddies?
I started there as a temp doing that really simple work and, within a year or so, they promoted me a couple times to doing more important work! I'm pretty sure the reason they eventually fired me was because I spotted the bosses doing some really shady shit that, right after I got fired, ended up on the local news!! They were trying to steal millions of dollars in tax checks!! Last I heard, most, if not all of them were jailed and one was on suicide watch!

At the print shop, I was there for 9 years and I'd bust ass working there but, most of the others did as little as possible! Mostly when it came to hand work! They'd all take up smoking so they could have an excuse to go outside and take a break 3 or 4 times a day!!
If we had to stuff envelopes or inserts into magazines, I could blow through a stack of 50 in about 30 seconds and the rest couldn't do more than a dozen in that amount of time. They also couldn't work and talk at the same time! As soon as they started talking, they'd put their hands on the table until they were done talking! It was "hands down each time they had to talk"! Lola was the only one that could equal and, sometimes even top me JUST A TINY BIT!
Once mom had her stroke and my brother killed himself, I had to stay home to help her get dressed in the morning, getting to work about 11 or noon and then had to leave at 5:00 so I could help her make dinner so, I rarely got more than 4 or 5 hours a day done. This one woman that was just hired started bitching about me only working 4 hours a day and asked the boss why they don't fire me! He told her, "Because he does more work in 4 hours than you do in 8!" THAT shut her up!!

At my last job I was really busy when I first got hired. I had a few projects to work on besides my daily support duties. The projects were finished and we had a lot of layoffs so there really was not much to do,
I used to try and look busy mot of the day.

people make decisions but don't want to take responsibility for them...

faking productivity doesn't solve any problem... the employer won't pay more, because faked productivity is negative productivity, and positions generating lower productivity aren't well paid... to fake productivity still some work must be done and some things prepared... so it's not like these people win free time or something...

if they don't like their job, they should quit and free the place for someone who will appreciate it, learn, and grow without a need to steal from the employer...
