Depending upon where you live, they might be able to require he ID himself, but it is just as likely, maybe more likely, that without RAS of a crime they can try to bully him but not get it, if he knows his rights.
At best, if he is not waiting for a ride or something, they might be able to get him to leave if it is loitering where you live.
He prolly waiting for a friend to pick him up or let him inside. I have a friend lives in a gated complex I text when I get there & wait for him to let me in. No way he's the only person u ever see sitting outside the gate like that?
If you see him multiple times over a period of days, it’s suspicious. Seeing him once at night just means you’re probably a little paranoid about strangers, if not a touch racist against hispanic folks I don't know
