White lies, I can deal with. I remember my parents telling grandma some kind of lie to stop her from driving down to Florida by herself every winter, she was in her early 90's, by then. I questioned them about telling her a lie when we're not allowed to lie and they explained that it was just a white lie for her own good because she was becoming a danger behind the wheel.
Or, if you're having a surprise party for someone and you HAVE to lie to them to keep them from finding out.
To prevent harm unless it brings harm. Then it's dicey.
It depends on who's greater good.
Let's say a child is not cute, but if you tell him that he is cute to make him happy, it doesn't make you a liar, it makes you a good person depending on the situation, but lying is definitely not a good thing.
Lying is definitely necessary and acceptable sometimes.
Lying can save lives in certain situations lol. And it can also stop criminals from doing more crime.

so they can be tricked in order to get caught, yes
It's never really ok to lie, but, we do it anyway.
Heck, the bible even says "don't lie", right? Yet, according to the bible, we sin, EVERY SINGLE TIME WE LIE
These are known as light lies, like behind the scenes
