In the U. S. oil is in every region of the country. They were only able to get it in the South and the West until around 1990.

It's more refined in the south. North Dakota and Canada have lots of oil but is more costly to refine.

By South, I also meant Northern Hemisphere generally. For example arap countries in middle east have so much oil. And they are in the south too. But Turkey being in northern part of the middle east has too very very very little oil.
