California is over the years have always attracted people because of riches or employment. Riches were caused by the gold and silver rushes. Employment opportunities during the Great depression and dust bowl days. Today it's employment because electronics and the data industry. And also migrant/illegal workers.

No one actually looking for a job is moving here - quite the opposite, as jobs have been leaving in droves. So who is moving to California? Lots of homeless (most of whom are really just alcoholics or drug addicts) and lots of illegal immigrants.

Perhaps parts of California aren't desirable because of the homeless population but if I were homeless California would be the place to be homeless.
The weather is almost always nice and sunny ☀️. The beaches are beautiful!!
The homeless people aren't stupid, they know that California is the best place to be homeless.
But there's a lot of great things about California and that's why people are moving to California.
