Should the father have taken his daughter to the men's restroom?

Recently, I found myself using a urinal in a very small men's room (two urinals, one stall and sink nearby the urinals). I hear a man and small child's voice in the stall finishing up. The toilet flushes and out walks a man with a very young girl, maybe 3 years old. They approach the sink. "Ok, honey, let's wash your hands", he says. He lifts her up and begins helping her soap up and wash them. "You are such a big girl!" he tells her. I can see she got very happy from this and started smiling and looking around the room. She briefly looked at me for a few seconds with a big smile and wide-eyed look. This felt rather strange because she may have seen my urination and penis. A minute later they finish up, he sets her down and they leave. Then I finish up myself shortly after. I know there was no family restroom in this place but was this the best choice the father had?

Yes. A girl that young would not pay attention to the other men and would likely only see their back as the men are facing urinals. Fathers will take their daughters into stalls to give privacy both ways. Many older buildings were built without family restrooms and they are not easy to remodel to put them in.

There are also many women who are disabled and their husband will have to take them into the restroom and help them. In my state it is a law that disabled people can be helped in a restroom by the opposite sex. Usually a man will take his wife into the women's room since the women all use stalls.

It was most likely the happiness she showed me at the moment she saw me. I know it had nothing to do with me and was from her having just been praised and a coincidence from looking around but it still felt strange.

My mother would take me into the ladies room, I don’t see this being any different tbh.
When you have to go, you have to go.

I have said this before, family restrooms (in my opinion) should be mandatory in every public venue (2 of them). That way if you aren’t comfortable with public restrooms you have another option, families can do diaper / assist their child at the toilet, etc. in peace. It is just a good option to have.

I can see that to a point. It's just that he's not likely to really see anything in the women's room since they're in stalls or just washing their hands.

How would you know if she has a brother or not?

Yes. She's under supervision of her father and can't use the women's alone.

I do understand that and that he can't really take her into the women's room but it just felt strange. The fact it's an awkward moment like that and here's a little girl smiling at me.

I would have tried announced my presence and made sure the women were cool with me going into the women's room. Maybe one of them would be nice enough to stand outside and let other women know I was in there with my daughter.
