Should the father have taken his daughter to the men's restroom?

Recently, I found myself using a urinal in a very small men's room (two urinals, one stall and sink nearby the urinals). I hear a man and small child's voice in the stall finishing up. The toilet flushes and out walks a man with a very young girl, maybe 3 years old. They approach the sink. "Ok, honey, let's wash your hands", he says. He lifts her up and begins helping her soap up and wash them. "You are such a big girl!" he tells her. I can see she got very happy from this and started smiling and looking around the room. She briefly looked at me for a few seconds with a big smile and wide-eyed look. This felt rather strange because she may have seen my urination and penis. A minute later they finish up, he sets her down and they leave. Then I finish up myself shortly after. I know there was no family restroom in this place but was this the best choice the father had?
