It depends on the person.

Not everybody is equipped to suddenly take care of a pet, either due to finances, lifestyle, or a variety of other factors. Suddenly dropping a pet on them could be disastrous.

Better to kind of feel it out, first, and get an idea of how they'd feel about a pet before surprising them with one.

their lives, and care, and well-being are not a "present"

and it might be better if they choose their own, if they really want one too
