In NYC, yes. In the rest of the state, probably not, but maybe if you are close enough to the city that you can catch a train.

Owning a car in NYC will eat you alive. Parking costs a fortune, free parking is hard to find and parking tickets are big (and they will catch you every time - they spend plenty to fund the people who write those tickets), so you have to be making very good money, or live with your family who owns a home just outside the city, to be able to afford to keep a car there.

Basically, the only reasonably affordable transportation in the city is the busses and the subway. Taxies and Ubers are convenient but very expensive, but still less than owning a car unless you just Uber everywhere. Few people can live like that.

Yes if you dress properly for all the seasons. You would likely need to have a bookbag with you at all times and carry an umbrella and some extra clothing. In the winter your most definetly gonna need to buy thermal clothing or you will freeze your ballz out in sub zero tempatures walking from bus stop to bus stop.
