I think you can probably buy a car, but beyond that I don't know. To register the car and get plates, you might need proof of insurance. To get insurance you might need a driver's license. Also some places have ordinances against unmovable cars. So whether it's legally registered and insured or not, it might still be illegal to park it somewhere and live in it. Even with a driver's license it might be illegal.
Also, just sitting in a car with the keys might be viewed as if you were actually driving it. I don't know for sure if it's true, but I have heard stories of people getting a DUI just sitting in a car without it running. So there might be some detail in the law about whether you are capable of driving it.
You need to research this in detail and get knowledgeable information if you plan on doing it. Make sure you research the exact circumstances that you plan.
Why don't you just get a license? Getting a license is pretty easy and cheap.

I don't live in it but I own one and just keep it in the garage until I can get the money to get new tires, new oil, a license, insurance and get it inspected AND can afford to buy gas for it!! Maybe by the time I can get all that, Trump, or somebody else with a working brain, will be back in office and the gas prices will be back down to just over a dollar a gallon, again!!
You should be able to purchase a car but not register it. You could have issues in some states.
