Humans, like every other lifeform, used to be naked 24/7.
Gymnophobia is a very weird trait that has no survival value and only really emerged during the dark ages.

The real problem is promiscuity and monetization of it or showing skin, not skimpy outfits.

A person can dress however they want (or not at all), and still be considered mentally sane. With the only exception being situations where clothing's actual purpose is present (for example wearing insulating clothing in winter, or a hazmat suit in a radioactive location, or a scuba diving suit when in cold water, or armor during a battle, etc.).

Clothes were not invented so people could be shamed for wearing less of them (or for not wearing any at all). They were invented to deal with climate extremes, environmental hazards, and as a creative outlet (fashion).

There are women that don't and those that do. There are good women out there that men will always respect, but their numbers are dwindling each passing year. To find a good woman in the west is like finding a needle in a haystack.
