This looks like some Pope (unfortunately I don't know his name) and the other two must be cardinals/members of the Catholic Church, judging by their clothing. He appears to be signing some important decree

@update That is not Pope Francis. Francis was (tragically) made a Cardinal in 2001, when John Paul II's health and appearance were already in serious decline. He looks healthy, strong, and vibrant here.

Plus, that does not look like the profile of Bergoglio.
