An alternative would be to beat the shit out of the neighbor kid. A rock in a sock works great. Stay away from his head. Soft tissue will bruise easily and create some lasting pain.

You got to get tough.
1. The boy has to give stuff back ASAP. If he does, you don't call the cops. However, you need to be clear that this has to stop and that if he does it again, you will call the cops right away.
2. If he does it again, you call the cops. Period. And then you talk to the cops about the possibility of pressing some charges against the mother for not keeping her little kleptomaniac in check despite your warning to her.
